Working channels on conventional P25 throughout NSW are still DES- OFB.
Specialist Groups on the GRN are now just about all AES256. A couple of years ago some were using DES-OFB but they have upgraded.
However in recent months there has been a number of indications that massive change is about to happen.

You’re right Grant for the P25 conversational channels, just checked DSD and it’s definitely still indicating DES.

The Test will be during first Major Storms or Bushfires Event after the Police finally do switch over to the GRN.
Most Voice Operations are good on Day to Day operations of the GRN Network these days, but on most blow up days is when Network TX Lockouts still occur due to the extra voice traffic from extra SES, RFS and FRNSW units getting onto the Network. I think FRNSW Mobile Data Terminals made a bit of a difference for us before this current Network Up-grade was undertaken, the RFS Response Terminals will go a long way too in easing Voice Traffic too.
It will be interesting.

I still reckon even day to day ops will be hampered.
The infill/local coverage sites that are going in all around the place are a massive plus for portable coverage, but I notice from UT that the larger sites (eg Kurrajong, Chullora, Horsley Park) are still regularly near capacity during peak times with the current users.
Throw another 5-10 frequently active talkgroups onto each of those sites when the police dispatch and back channels do come over, and there will be the inevitable busies/lockouts - which is the main reason (portable coverage aside) that has prevented the police from moving over in the past.

Everyone seems to think NSW Police is somehow special in regards to their communications requirements, and the moving to the GRN will be a disaster. Hundreds, if not thousands of Police departments in the USA use P25 trunking shared with other PS agencies, SAPOL have been using trunked radio for 20 years now, VicPol have been on the MMR/RMR for 15+ years now, QLD have recently joined, not to mention WA and NT Police as well.
If trunking works fine literally everywhere else in the world, why can't ie be made to work for NSW Police? Keep in mind that there's budget there to bring the total number of GRN sites up to something like 800 sites in NSW.
All sites are being upgraded to GTR8000s which are smaller than the previous Quantars, not to mention that P25 Phase 2 uses half the bandwidth, which instantly doubles the systems capacity.
All in all, I reckon it will probably end up working just fine.

Most of those planned filler/local sites are still not up and most of the ones that are are not carrying any traffic. So as Citabria says, the blanket coverage once all those new sites are up and running means all will be fine.
