Out of curiosity with the APX changeover has there been any major change to the programming (well channels) compared to the XTL/XTS? RFS reckoned they would start putting out sheets to help volunteers with scanners etc but as usual it's government so all hollow bs promises.

I have no idea about your question.
As you might have gathered i am not a RFS volunteer and normally find these public documents on the web when i am looking for something else.
Ps search ACMA frequency enquiry. between 420 and 425Mhz for your local PMR channels

The frequencies all seem the same but there was suggestion of a different channel layout. Unfortunately the a$$hat staff here have the idea that volunteers are dumb and will break the comms cabinet we are supposed to be responsible for and knows how to use (except I'm the only one who knows due to the lack of access and training).

Scotty posted on this in 2013 with an update in 2018.
I counted 5 sites for the Hastings Region NAC223
From my location (i am currently visiting my mother in Port Macquarie) i can hear three plus a few others from other regions to the north and south when i scan 420-425Mhz.
The list seems to be still current. I used the search facility to find it
