Why would this have been deployed in Grafton, a location where there is no current GRN coverage? It wouldn’t ever be used and seems like a waste, for what looks like an expensive bit of kit.
Surely somewhere within the current coverage area would be more beneficial? At the very least it may then get some usage.

A CoW such as this could be used today in current coverage areas.
