Yes, they are on Digital only.
Frequencies are in Sydney:
471.200 - Waverley
490.575 - Cronulla
474.725 - North Head

I get the digital data as if it the scanner is in analogue mode then it stops & decodes the signal in giving me the voice as well as showing TGID,CC.
When the receive signal is weak is this when the scanner cannot decode the signal?

Sounds very much like you don’t have the frequency set on digital mode only ,

You shouldn’t be hearing any data at all if set to digital mode only for the frequency.

Yes you have to be getting enough reception for a clean decode .

Was listening to 471.2000 this morning, surfcomm base audio quality was very poor , really poor , could hear background talking interference,

Beach units were crystal clear

Sounded like to me they have then gain on the mic set way too high, hard to listen to for more than 5 minutes.

* Omnicore Enterprise Dispatch will be installed at the Surf Life Saving New South Wales (SLSNSW) State Operations Centre (SOC) at the SLSNSW Headquarters at Belrose in Northern Sydney.
* This vital piece of mission-critical technology will include floating radio dispatch console licenses for 12 dispatch operators who manage communications on 22 radio channels across the state.
* The SOC and 65 repeater sites along over 2,000kms of Pacific Ocean coastline, from the Queensland border in the North to Eden on the South Coast, are connected using an existing DMR T2 Network.
*20,000 volunteer patrol members, as well as paid lifeguards at 80 locations along the NSW coastline, are tasked with protecting 8.5 million beach goers annually, including at popular Byron Bay, Manly and the iconic Bondi beaches.
