In the ACT a similar thing occured with their police media unit after their police went encrypted
After a while the older crime reporters twigged that something wasn't quite right and delved more deeply into the misreporting of crime
As you may recall the police commissioner took her own life following disclosure that information was being manipulated and real crime news unreported / distorted.
In particular "a highly critical two-year study of the ACT police revealed a force struggling with a 90 per cent blowout in crime, dismal clearance rates, poor response times and a lack of money and staff".
Some of this sounds familar doesn't it.
I am not being critical of police but there is considerable pressure (in particular politically-driven) on these media unit to present a squeaky clean image.

And, no, I don't blame the police, either....I can still listen to them, here.....they are working their bums off.

VicPol most certainly have more than 3, they have 18 positions:
1 x Insp.
3 x Sergeants
14 x sworn and unsworn (which is currently split at a 50 / 50 ratio).
