As a matter of interest, who makes the Hummer?

A few years back, I saw a pic in a motor mag....a Toyota (?) Hummer lookalike. Was, I think, only a concept vehicle. Possibly scaled down to a more traffic-friendly size.
I don't think it ever went into production.
