Channel Lima voting in M5 tunnel.

I was scanning the police channels on the 996 as I drove through the M5 Tunnel the other day and noticed they have channel Lima TXing on every channel in their vote group. Channels 122, 137, 149 and 160 were all active.

What's the purpose of having all the channels operational if one will do the job??
