No, they are just following the Premiers Directive... all licencing is done through Telco but that doesn't mean they are losing control of their networks. My agency will be licencing a heap of stuff soon & it will be done the same way- we do the paperwork & then put it in their name (with their consent).

An exception is the RFS... they are exempted from ACMA fees so the licences are in their name!
