I managed to solve my problems by running XP under Sun Virtualbox.

ID Tracker III can display the last tuned channel as its window title, and edcast can use window titles as its source of ID3 tags. However it doesn't seem to work in Win7. So emulate XP and it all works great.

My main reason for doing this is so I can listen to the scanner at work or on my mobile phone.

Glad you sorted it out. Is ID Tracker designed torun under Win7? I have not tried it, as my PC I use for radio stuff is an XP machine still.
I think it may still be buggy under Win7.

Does seem to work fine under Win7 x64... other than the window title problem.

ID Tracker III will work on XP, Vista & 7 in either 32 or 64bits. But if you wish to use the window title to set an id3 tag in something like Edcast - it only works on XP that I know of.

Try ID Tracker III. Great program otherwise. Has a lot of hidden features if you know where to look. The audio recording is probably the best there is if you ask me. It records and logs every single transmission the scanner picks up, logs its TG or frequency, and time and date stamps it. Then you can sort out transmissions from single users over a time period, and plays them in order.
