Heard them both this morning
REX Maintenance crew (Terminal 2 Sydney Airport) talking to an enroute pilot about issues to fix for the next flight on 466.6750 136.5 CTCSS
Two minutes later a very strong P25 signal from the unlisted user
Presumably there is no interference due to CTCSS and NAC in use ie can't hear each other

There are a lot of federal frequencies in that boat
I think you find that it is licensed but a "not for publication" frequency

In practice, it's really hard to get anything considered as such. The relevant minister needs to write to the communications minister to ask for it, and that's not the sort of thing one bothers their minister about without very good reason, and ACMA hates doing it because they store all that information on a separate system. I doubt harbour bridge security guards are ever going to qualify, especially seeing as if they were that worried about communications secuiyy, they would've bought some crypto for their expensive P25 radios. It's more likely that someone forgot to send ACMA a cheque.

You'd be suprised at what is in the public database under various agencies' better known psudonyms.

The guards at this location are using APX series portables, and the 466mhz channel is quiet as far as i can tell, anyone heard them recently, maybe moved to 410-412 or 422-429?
