Exercise Black Angus - Orange Multi agency Counter Terrorism Exercise

Members of the Orange and surrounding communities are being advised not to be concerned this weekend when they see an increased presence of emergency service personnel.
Exercise Black Angus, a multi-agency counter terrorism exercise, which is being conducted today, (Saturday 24 September) and tomorrow (Sunday 25 September), is a discussion exercise, an agency capability display, and a field deployment exercise designed to test the response arrangements by a number of agencies to a terrorist incident.

The exercise includes more than 100 personnel and resources from the NSW Police Force, Fire and Rescue NSW, Rural Fire Service, State Emergency Service, NSW Ambulance Service and NSW Health.

Superintendent John Stapleton from the NSW Counter Terrorism and Special Tactics Command’s Co-ordinated Response Group said the exercise is the final component of the National Counter Terrorism Committee - Exercise Black Angus.

“Funding for these exercises is made available to focus on the development of a nationwide multi-agency approach capability,” Superintendent Stapleton said.

“The exercise is focusing on a localised rural response to a terrorism training camp.

“Police employ a joint approach to counter-terrorism planning and training, and have Fire and Rescue NSW, NSW Ambulance and Rural Fire Service officers embedded in the NSW Police Force Counter Terrorism and Special Tactics Command.

“We know that terrorism and its related activities are not confined to major cities. Vigilance is required by all sections of the NSW community, including regional and metropolitan.

“Exercises such as these send a clear message that law enforcement and emergency service agencies have the necessary skills, prowess and practiced ability to respond to a wide range of incidents,” Superintendent Stapleton said.

The discussion exercise and capability displays are being held at the NSW Rural Fire Service Zone Office, Forest Rd, Orange (not open to the public), on Saturday, while the exercise is being conducted on a property on the Mitchell Highway at Larras Lee on Sunday.
