Found this interesting,

At least seven people were are believed to have been killed in today's flash flooding that inundated the Darling Downs city of Toowoomba, west of Brisbane.

There are also fears that a woman and her child may have been among those killed in the deadly floods this afternoon.

Former Queensland MP and police officer Peter Pyke, who has been monitoring police scanners in the city, said it appeared both drowned after they were swept away from James and Kitchener Streets at about 2pm.

Displayed as Toowoomba City Public Safety, seems to be some police activity on there. Not sure who else is on this feed so far. Pretty busy.

Sounds like a command center of some sort might be one of the channels being fed, VKR has been refered to a few times assuming thats Police, interesting that they are using officers rank/name instead of callsigns, but in a pretty big situation like this most likely be hard to know who's in what car, who's where and what not, but def is giving some insight into how bad it is up there.

Queensland Police are only fully encrypted in the Brisbane area (think about within 16K of CBD), the rest of the State, thankfully, is not, except for some Special Ops.

As for the Radioreference feed, there is Police (Callsign VKR), and Queensland Fire and Rescue Service (QFRS) - Callsign "Firecom South West".

Ok it seems to be the lot all are USB mode, I would start with 4Mhz - 6Mhz and the 10Mhz freq's. I will also look into the other services use of HF in the state. I am using the ACMA site for the VKR HF listing at the site below. E=MC2

I have had a look at the Qld Fire's and it seems no HF at this time but Queensland Ambulance Services - QAS do have HF as seen below and I am look minto the Qld SES use of HF

The State of Queensland is divided into seven Regions for Emergency Services purposes, and both QAS and QFRS have a single Comcentre per Region.

In April 2005, the QFRS introduced a Closed User Group (CUG) Satellite Communications system, which covers the entire State, and operates 200 Km out to sea. The Main Controller for this system is located in Toowoomba, but all seven Comcentres have access.

The introduction of the satellite system created a need for statewide unique appliance (vehicle) identifiers. The appliance callsign is a three digit number followed by an Alpha character, which is usually spoken phonetically. The first digit is the Region number, and the remaining two digits are the Station number. Single digit Station numbers are "padded out" with a leading zero, ie., Station 9 becomes 09. The Alpha character indicates the appliance type.

QAS vehicles also have the Region number as the first digit of their callsigns, although this tends to be dropped from callsigns, when operating within their own area.

In Rural areas, Satphones are generally used outside of VHF/UHF coverage areas.

The CUG is actually used by all Qld Emergency Services, but the QFRS are the only ones to have said anything about it.

During the the time I was rxing the http://www.radioreference.com/apps/audi ... eedId=4400 link from 08.00 and heard the on site Qld Police commander came up on the link and he stated that the sat phones were not working, it was not clear for sure but I suspect it was due the very dence rain clouds at the time and he said that he would try the Codan's but it was not going to be a very helpful way to operate. It will be very intresting to see the report on the disaster comm's and the like when it comes time for the political kicking of each other No Fly zone, that will come for sure. E=MC2

i've been listening to the RR stream just titled 'Queensland Police' for most of the day, i found the Toowomba one too hard to hear (maybe conditions) but it sounds one hell of a Sstorm up there, good luck to them all theyll need everything on their side.
at one stage today the police stream had 1400 listeners on it, it still has 700 odd on it right now.
