FDMA & TDMA each has their strengths & weaknesses. FDMA will never be "last years model", it comes down to what the customer needs. TDMA comes with a whole new set of challenges- and costs- and I can't see why a relatively low population state like SA would need Phase 2. It isn't something ACMA would be pushing, and unless the agencies are pushing it I can't see why they would leap straight to Phase 2. I know NSW is looking at Phase 2 for Sydney and retaining Phase 1 elsewhere. That is because of NSW Police needing the spectrum/network capacity in Sydney, but in more rural areas the pressures don't exist.

Where does this leave current trunk scanners? I don't believe any Uniden scanners are compatible, and likewise with most other manufacturers. Any chance it would be as simple as a firmware upgrade in later models, or is the hardware simply not compatible?

No scanner at the moment as far as i've read, i think the manufacturers are waiting for it to be rolled out, theres not too many sites that are using it, according to the RR state threads anyway.

I read a while back the PSR800 was capable of doing TDMA (Phase 2)

The irony of Phase 2 is that when its operating in TDMA mode, its using TDMA time slots, but the underlying modulation is FDMA.
So you got two slots in time, and each time slot is a conventional FDMA frame
