Once upon a time, the NOCC control equipment ran on a large UPS. The UPS was connected to the SPC emergency generator.
Thus in the event of a mains failure, the power would continue on the UPS, until the generator takes the load a few minutes later. There should be no break to service.
The outage you mention may not have been power related but its coincidental there was a power fail in the city at the time.
Very bad form to suffer a power related outage when you are meant to have no-break back up power!

to be honest, I difficulty imagining the NOCC Power / UPS failing. The police are on a separate UPS, which has crashed a few times in the past, and the GRN UPS had held up. My feeling was that the GRN had a more reliable installation.
