There's an awful lot of uninformed bullshit and pure opinion in that document...
P25 standards weren't even ratified until 2001-2003. The worlds first digital radio product, the Motorola ASTRO Saber and ASTRO Spectra were announced in 1991 and released in 1994. The CAI which became P25 wasn't even a thing until 1996...The technology specification selected for the PSN is called Project 25 (or P25). P25 refers to a collection of standards (and other measures) for radio networks that evolved in the United States (US) in the late-1980s.
