Plan to futureproof operational communications for NSW emergency services
22 December 2020

Today the NSW Telco Authority launched a ten-year plan to transform public safety communications to provide first responders with the connectivity they need to protect people and places.

NSW Telco Authority Managing Director Kylie De Courteney said the Operational Communications Strategy 2020 (OCS 2020) is a blueprint for delivering data-enabled services to improve on-the-ground coordination and decision-making during emergencies when every second counts.

“In consultations to develop the strategy, customers told us they need both mission-critical voice and broadband data services to meet future coordination and connectivity challenges,” Ms De Courteney said.

“Through the Government’s $600 million investment the Critical Communications Enhancement Program, we are building a single, interoperable Public Safety Network (PSN) to deliver statewide, mission-critical standard voice and narrowband data services.”

Ms De Courteney said mission-critical long-term evolution (LTE) technology will supplement the PSN and enable first responders to access new services such as messaging services, data analytics, location services and real-time reporting.

“The OCS 2020 provides a roadmap for a staged, statewide rollout of LTE technology in partnership with network users and industry to deliver customer-focused, innovative and value for money services,” said Ms De Courteney.

Ms De Courteney said access to mission-critical data has the potential to revolutionise the way those in the frontline respond, coordinate and collaborate in an emergency.“

“Last summer’s bushfires and the current COVID-19 pandemic have shown we need to prepare for ‘unprecedented’ events,” said Ms De Courteney.

“Through the OCS 2020, the NSW Government is doing just that. We are leveraging leadership, technology and collaboration to futureproof public safety communications to deliver connectivity solutions for emergency services.”

Thanks, interesting you posted this today as I noticed two very short Encrypted radio transmissions late Friday afternoon on the area NSW Fire & Rescue Talk Group as well as the NSW Ambulance Service Southern Operations Talk Group. After reading this document and seeing references to "Secure Communications" I can guess where this is heading. Also there was testing of Phase II TDMA channels and talk groups in the ACT off the Mount Ainslie site on the ACTTRN.

Interesting they mentioned 47% of geographical area or 96% population coverage of GRN (PSN) by 2022.
The next 9mths we should see a massive expansion.

It could also mean an expansion to mobile networks in rural and remote areas to enable LTE.

In addition to Mt Ainslie, TDMA testing occurred on Isaacs Ridge, Black Mountain & Mt Jerrabomberra over the last few weeks.

The key points for me were:

P25 radio technology has a limited horizon and will reach end of life by 2035
Long Term Evolution (LTE) related solutions are increasingly seen as the way forward

The most interesting information is on pages 51 to 56 of that document. They basically list the progress thus far since the OCS 2015 Implementation Plan.

One in particular...
Implement the Greater Metropolitan Area rationalisation program | Ongoing Underway | 9 sites have completed construction and 115 targeted sites are forecast to be completed by 2022.

Also spotted it off the Chatons Ridge site too, It seems to carry a lot of ACT traffic.
