After the 4G outages of recent weeks, can Telstra guarantee the "mission-critical" claim? Is the infrastructure public safety rated?

Telstra's mobile network has gone down again this afternoon in a number of cities including Sydney.
The problem is intermittent and to date Telstra hasnt pinpointed the root cause

I personally dont care as I am on Vodafone.
