They listen for radio traffic from those who they're seeking out.

Anybody watch "Shot in the dark - life & death in LA" on Netflix?
These news stringers have their cars decked out with Uniden scanners. One guy has about 6x base units sunk into his middle console.
Few aerials on the roof & boots of the cars.
Pretty impressive setups for going mobile!

I happened across a D-grade movie called 'Machete Kills' the other day and there's a scene with the "comms girl" talking to her operatives from her shack.

I worked out from Google images it's quite an elaborate setup for a movie prop (it was raining, I was bored).
The centre tower of equipment from the bottom up is the MFJ Deluxe Versa Tuner II antenna tuner, The Yaesu all bells and whistles FT-847 in the middle and a Yaesu FP-1023 power supply on top.
On the left hand side top is a Yaesu FT-817 all band, all mode mobile transceiver.
Not sure what the stuff on the right hand side is, a speaker on top maybe.

Not so much product placement because you couldn't see the markings on the gear anyway.
