For the cryptonuts amongst us, or people interested in radio history, a very interesting paper on the technical details and past development of Motorola's DVP digital voice privacy algorithm has been released at cryptome.org - interestingly the cryptanalysis took a slightly different approach and they reverse engineered the cipher form hardware reverse engineering, and disassembling a DVP keyloader.

DVP was common on federal and state law enforcement special ops frequencies up to the mid to late 90's ... the so-called "white noise" ... i dont recall it after about 1997, when digital ASTRO appeared
It was notorious for switching back into the clear on a low battery, so you would often hear half a conversation
