Newcastle have a similar setup,, the freqs link the VTIS to the VHF transmitters,, all the ctcss's should be the same as what you have found so far

Sydney Ports have relocated to their new home on the Orion Network! Not much left now on 800mhz analog
not sure if they are still active on the UHF assignments.

While waiting in my cabin yesterday after arriving at the Overseas Passenger Terminal at Circular Quay ( and prior to disembarkation) i briefly scanned through the 480mhz band and found 485.0875 173.8 active with a discussion between the customer service "front desk" and "northern wharf" about sending cleaners to remove some broken glass. Further investigation on the acma once i got home suggests that i was listening to the spotless group on their australia-wide 5w simplex frequency. The sighting of techguard security personnel around the facility confirmed this, as techguard security are a division of spotless. The security radio i sighted was a GP339 analog model. A google search revealed Techguard Security have the security contract at OPT at Circular Quay. It would seem that Spotless is also active in the Darling Harbour and Rocks Precinct.
