You right there Mike. Why can you make one from scratch manually with no band plan, and yet it doesn't seem to work when you don't have one with the USAD software?
I need to do some more testing. I might take the file I created and change or rip out the band plan and see how it goes. Might make some changes as well to the files I got of Grant JAFO.
There might be an issue too with having site trunking and no band plan, but it you program it for a single site it may not matter. Had a busy day so still got these things to nut out.

If it helps, the two Files I sent soupbones did not have Band Plans filled in when I uploaded them to my Scanner, the Scanner imported the Band Plan Frequencies and Steps automatically.

I've just read the last 4 pages of this post.I have a question on creating a new file in the USAD software.
Do you choose Motorola P25 or Motorola UHF as the system type?
If you choose Moto P25 you don't get the option of CC only.But you do get a APCO P25 Band plan option.
Btw I am using a 396t.

It sounds like you have setup your 396T correct.

I also use the Uniden software for programming my 996T and it does not let you select Control Channel Only for when programming a P25 System.

I added all 30 odd Control Channels and did not add any details for the "Band Plan" section, but it seems the 996T once it picks-up an Active Control Channel automatically imports the needed information for the Band Plan, so after running the scanner for a day and then downloading the scanners system profile back onto the Uniden software, it now shows the following for the Band Plans:
1. 851.006250 - 6.250
2. 762.006250 - 6.250
3. 851.012500 - 12.500
4. 762.006250 - 12.500
5. 412.475000 - 6.250
6. 420.012500 - 6.250

Other Controls I have as:
Modulation - Auto
Attenuator - Off
P25 Threshold Mode - Auto
P25 Threshold Level - 8
Control Channel Only - ----
Lockout - Unlocked
Hold Time - 0 Sec

It was a couple of days before I heard any Transmissions on the P25 System and that was a week ago and I have not hears anything since, so be patient as it may not be your setup, just no activity on the new system.

Thats the same band plan you get from Pro96COM. Certainly not a correct band plan set, so I would not trust it.
Maybe it needs the band plan to work. Not sure. The manual says stuff all.
If you do a search of the GRN band and set up control channel only and lock it on a digital CC when it comes up, it can track it fine. So not sure why when you program it manually it doesn't do this.
Funnily enough JAFO's file works fine. I cant really see much difference in my file, which doesn't work, and JAFO's file. The file he sent me with the site trunking set up has some old TGs programmed into it, and GPS locations of the sites but other then that, its no different.
The other file has all the control channels in one list, and works fine too.

I'm sure the bandplan is wrong and is not used by real P25 trunked radios. I wouldn't be putting any faith into any scanner that requires it to work :)

I entered the 412Mhz frequency into it, and it seems to be working on one of the files I made. Not sure if this is correct, but out of all the frequencies in that band plan that shows up it seems to be the only one that would be close. I don't know if the 996 accepts this setting, or it just goes off the data supplied to it over the CC and works it out regardless. Maybe the software needs a starting point for it to upload to the scanner in regards to band plans.
