454.275 is the input frequency
463.775 is the output frequency.
I have heard 2 subtones from this hospital.The one you mention 114.8 & 67.0.
Two channels on the same frequency.

They are also using 463.7750 ctcss 127.3 security I believe. Heard it used at 6:35pm tonight

Wouldn't surprise me. Liverpool Hospital Security seems to have moved down to 412Mhz.
