further updated, apparently the state wide paging system is called HIPRN....

there is supposedly going to be a totally independant paging network being setup by Central Coast Area Health when the local health networks kick in...

I've managed to figure out the following based on a couple of days of monitoring

Site Code = First 3 digits of capcode

Site Code | Hospital

116 - Gosford Hospital, Possibly Wyong as well
146 - Royal North Shore Hospital
155 - Liverpool Hospital ???
170 - Hornsby Hospital
171 - Hornsby Hospital

N.B. Gosford and Wyong Hosptial share a switchboard located at Gosford Hospital

Driving past Liverpool hospital emergency department tonight using close call had a hit on 463:7750 ctcss 67.0 heard talking didn't catch what they where saying 2 very tired kids... Also was able to get 148:1375 ctcss 254.1 and also 148:3250 ctcss 254.1 with the two of them sounding like paging systems.. Will have another scan tomorrow will be there all day...

The two 148 MHz are paging and they don't use CTCSS, that is caused by the radio misreading the transmitted audio.

Yeh thought pagers didn't use ctcss but had a real strong signal and the ctcss flashed up!!

This won't be happning, as the main person involved in this was taken down as part of an ICAC investigation into corruption involving a security company and dodgy contracts being awarded

While having a scan at liverpool hospital picked up the following pager tones on the following freq:
148.6625
147.7700
147.9550
148.3250
148.5125
And also a weird one 909.6625

A quick search on the ACMA shows these "local" sites under the Liverpool 2170 postcode.
Suspect that you are getting images from mega strong signals coming through your scanner on those frequencies apart from 148.6625Mhz

148.1375 - Western Sydney Local Health District - Tx Numerous Sydney Hospitals
148.5625 - Vodafone - Tx Razorback & Mt Pritchard
148.5875 - NSW Rural Fire Service - Tx Prestons
148.6625 - Sydney South West Area Health Service - Tx Numerous Sydney Hospitals
149.8375 - QUANTUM MULTIMEDIA COMMUNICATIONS P/L - Tx numerous Sydney locations
