I wouldn't because the fireground simplex stuff is still RFS not telco as far as I'm aware.

Is it likely to be true that when Telco (RFS) assignments exist in a town, I can rule out the old 'RFS' ones? Yes. Telco Auth took over all main active frequencies for all the gov services and is now their licensing authority/agent. Anything still RFS will be either old, simplex/portable repeater, ...

Poohab I think you may be getting confused and usually RR is good with the frequency listings. The 2 frequencies you speak of could be tx and rx of the tower? For RFS and SES that are off the GRN there is a few sites with all the listings. For GRN the older control channel frequencies are listed in a few places but the new ones are not as yet.

I can't speak for SES which I beleive is mostly UHF PMR, but NSW RFS is now all VHF hi fireground portables, UHF 411meg odd simplex (FM and P25 on the same frequencies), 420meg P25 vote PMR and GRN. The way this thing works, If I can reduce the number of frequencies I need to scan then I can increase the number of alternative configurations to try in a given scan list. I'll keep you posted!
