Have we got zone 4 sites appearing now? (Mittagong and Warragamba in the list above, plus 3 CoWs) I can confirm the 003-097 CoW is still on Mt Wandera but I'd guess not for too much longer, there's been a traffic jam of techs up there for the last couple of weeks, everyone from Telstra to the TV guy...

Yep, I'm still hearing that sound over the GRN talkgroups too, but, as Matt says, it only seems to be on the traffic patched-in from the PMR areas.

To be honest I was surprised that there's any analog channels still around (I bet they've got no shortage of spare portables)!

It's been ages since I had a scan around the GRN. I can't remember if it was mentioned here but site 003-029 at Mt Wandera west of Batemans Bay was lost in the bushfires 12 months ago (the entire broadcast site in fact, the heat even buckled the 300ft tower) and checking on it again now I can't beli...

No, in that respect think of the GRN as just another agency (like fire or ambo) and the Telco Authority is just (supposedly) managing the licencing side of things for them as with (almost) all the other agencies. The Telco Authority licences each agency's frequencies under a separate ACMA Client ID....

The best thing you could do is take note of all the channels from an actual RFS radio, that will tell you what is used in any given area (a rough idea anyway), then find what BaseTX freqs are associated with those channels and confirm those freqs are present in that area from the ACMA database.
