How about this....

Thnk of this scenario - what if instead of switching to GRN, the two networks were "consolidated" into one... surely theres plenty of NSW Police comms gear that could be converted to work on GRN?

No "problem" at all. The police are doing coverage testing on the GRN to see if it would work for them. My guess is that it will change channels every few days as the police techs move around and check different areas. Then once its done the channel will be unpatched and the police will be gone once...
