If there are no unencrypted channels left to patch into (or soon to be none) and they can't very well encrypt Xray (as other agencies won't have access), are they running Xray on a separate console with a dedicated operator? If its unmarked the uhf aerial is on the windscreen, and the Vhf aerial has probably been removed as it is only used when it is in the western region. So yes they probably removed it to be more inconspicuous..
