soupbones, its a very basic calculation to convert talkgroups from hex into Uniden Decimal(aka common scanner talkgroups) or from motorola to said format. You just have to google it and will find the stuff you need to plug into Excel. When I first got into scanning I had no flipping idea talkgroups ...

Un-educated guess No they would not only just work that channel as it would be a waste of a dispatcher especially since its mainly non police organisations that call up on that channel. My limited listening of it you very rarely hear out of area Police calling up on Ch X when they are in the GSA.

don't forget the Digital ESO Talkgroups and Digital ESO Simplex channels that are in or should be in all new p25 grn radios

You would be more correct with that statement grant...
I think some agencies are really looking at the costs of maintaining their own infrastructure and then looking at the costs of jumping onboard the nswgrn...

the ses don't have technicians as such afaik unless your lucky and have a deputy region controller that thinks he knows all about motorola radios but infact screws up the codeplug. They have people at state hq that don't have any concept of how the radio is supposed to work and program it accordingly.

some pmr freqs are also bridged into grn talkgroups that cover a wide area such as RFS OPS COM 2 at one stage was being broadcast on a local pmr freq on the central coast here... then other days the pmr freq would be attached to the local vote group

sounds about right and zone 1 channel 9 is part of channel X the last time i looked.

thats one of the channel x liason freqs which would be why
