In saying that, a quick search of ACT identifies numerous active frequencies in use not listed on ACMA database. Almost all are commercial business. Some are enc so unknown who they are. The rebroadcast between 398MHz and airband at military airfields is generally the SMCV (Surface Movement Control Vehicles) frequency... in civi terms 'Ground'. Looks like aurfscan has gone belly up ... the ISP is showing "Account suspended".
