Hearing a DMR pulse with CC 9 ever 60 seconds on Maddens Plains 473.8000 - DMR.

Thats the Illawarra Regions repater, there is also one at Hill60 with same details. The Sydney region repaters at Bondi, La Parouse and Maddens Plains are confirmed as active, there is one at Garie to be confirmed.

DMR is the future for Tier 2 agencies. Either Tier 2 or 3........

They are already using Icom (see below)...and their NXDN system sounds pretty ordinary (with lots of requests from Surfcom for calls to be repeated) compared to DMR TIII systems

Your right,I know someone who did the procurement of the radios in QLD SLSA. They look like upgrading some of their Icom radios again.
What threw me was I did not know Icom do NXDN but just read it at

Im not sure about SLSA NSW but in Qld from whatI have seen, they have to carry the radios around in thick plastic protective cover/bags when near water which will not help audio

Yep you are right about the plastic pouches for the radios, just about all radios I have seen in use on the North Coast (as in Sunshine Coast - Qld) are in them, perhaps this contributes to the crappy audio. Interesting that they are considering doing an upgrade on their Icoms, Icom made the IC-4263 in UHF high especially for SLSQ:
