It is definitely a Mototrbo 2 frequency single site "beacon"
Confirmed on the DMR Decoder

DMR Decoder (Build 43)
6:54:13 AM DMR Voice Frame
CACH : TACT AT=1 Ch 2 Continuation fragment of LC
6:54:13 AM DMR Voice Frame
CACH : TACT AT=1 Ch 1 Continuation fragment of LC
6:54:13 AM DMR Voice Frame
CACH : TACT AT=1 Ch 2 Continuation fragment of LC
6:54:13 AM DMR Voice Frame
CACH : TACT AT=1 Ch 1 Continuation fragment of LC
6:54:13 AM DMR Voice Frame
CACH : TACT AT=1 Ch 2 Continuation fragment of LC
6:54:13 AM DMR Embedded Frame - Error !
CACH : TACT AT=1 Ch 2 Continuation fragment of LC

As you say every 10 secs there is a brief data transmission
The "beacon" tells the listening radio where to go to (like LTR Trunking)
The default setting for Mototrbo single site up to 5 frequencies = 60 secs
According to some documentation i have found these are the golden rules

2 frequencies = 10 secs
3 frequencies = 30 secs
4 frequencies = 40 secs
5 frequencies = 60 secs = Default (and the most common)
6 frequencies = 70 secs

So that is a very good catch finding that.
Well done Rick

PS This part of the Metwide Comms frequencies with sites at GPT Sydney CBD and Horsley Park
The acma says they are expired but i suspect it is weeks out of date
Presumably the business is being wound up
In the past i noticed that Mastercom and Metwide (and Parratronics) were close in terms of business ties, sharing and swapping of frequencies etc, so possibly another Mastercom installation in the last few days
