Ok next tuesday 12pm
Going on the previous regional example on channel whiskey there is normally a oft repeated message stating that encryption will be switched on channel november at midday.
At midday the channel dispatcher will broadcast that all car mobiles, car portables and station radios to switch to Zone 4
Going on what I heard on whiskey the techs standby on zone 3 and guide any stragglers over to encrypted Zone 4

So long as the correct crypto key is loaded into the radio it will unmute on encrypted traffic, regardless of what zone you're on.
So cars on zone 3 will still be able to communicate just fine, the only difference would be that only one side of the conversation (from VKG) is encrypted while the other (from the car) will be transmitting in the clear, in fact, if you weren't paying attention to the display you probably wouldn't notice the difference.
Considering the number of spare portables they seem to have laying around, I reckon they'll be chasing stragglers for months!

Thanks to Garry for the update, Channel November is now encrypted as of midday today, with VKG asking all cars and stations to switch to Zone 4.

O & P will go to the dark side on the 15/12 @ 12:00, radios will change to zone 4 as per previous migrations.
