Brisbane waters lac partly unencrypted.

At the moment sounds like the operator is fully encrypted but some if not most of the cars are not.

It cuts in and out so the cars my be on and off a bit.

That sounds like an transmission equipment issue.
My understanding is that all the car radios are strapped ie locked in encryption mode.
These "clear windows" tend not to last too long - only for the time it takes the techs to resolve the problem -then encryption resumes (often in mid-sentence)

What ever it was it was very wide spread to most cars.
and it lasted for 4 days after i heard it.
