SWM - What are these units?

This a a Daily Telegraph photo taken in Rosemeadow yesterday.

Anyone know what the role of these units is and what the SWM stand for? South West Metro??

Special Weapons Management? Not sure. Just another guess. Why do they have dog squad call signs but.

I think those black Ford Territories are left overs from the APEC summit and the Pope's visit. They were used by the specialist Dignitary Protection guys. They've probably been absorbed into the Police fleet.

And I think Ford was giving the Territories away because no one was buying them. :lol:
