The verbatim section of the on-line version below differs somewhat from the printed report in the paper but basically says the same
I have underlined the relevant sections that form the key points of the audit

NSW Police Minister Mike Gallacher is planning massive ground-up reform of the state's police force, which will see a top heavy management largely disbanded in favour of traditional local policing at beat level.
The long-awaited Parsons Review commissioned by Mr Gallacher will be used as a blueprint to overhaul a highly bureaucratised force built up over 12 years of Labor administration.
Sources close to Mr Gallacher said the minister, himself a former police officer, was determined to carry out the main recommendations in the ministerial audit, though it is expected to lead to serious conflict with the officers' union.
The review, prepared by retired police assistant commissioner Peter Parsons, observes that the NSW police force, one of the five largest in the Western world, has "been variously described as being managed more like a business than a provider of community safety".

In his review, Mr Parsons calls for substantial dismantling of local area commands run by senior officers, in favour of more police stations with local officers placed in more direct contact with their communities.
"It cannot be said that the NSW Police Force is lacking in senior officers," Mr Parsons said in his report, noting that many submissions to his review observe "there are too many officers, and not enough troops".
"The organisation in many respects has lost its concept of community service delivery."
Mr Parsons says the use of "Eagle Phones" in which residents have to contact distant police stations has led to public disenchantment.
"There are many police stations throughout NSW where the local community would like to see 'their' police."
Under Mr Parsons' proposals, the focus of policing would be devolved down to the level of a patrol. The officer in charge would "be a resident in the town and be expected to provide a 24 hour service as required. He/she will have ownership responsibility".
The overall objective, Mr Parsons says, is to "focus on local police stations to patrol local areas and solve local problems".
Mr Parsons recommends an urgent review of police stations slated to be sold, saying the proposals run "completely contrary to the philosophy of this report".

Police sources said there was likely to be considerable resistance to the proposed changes among the higher echelons of the force, and also push-back among more junior members of the force to a plan to send more of their number to country locations.
The Coalition government has taken a series of measures to reform the public service and industrial laws, drawing the ire of unions.
But sources said Mr Gallacher was prepared for a fight and determined to implement the changes

The same fault applies to other NSW emergency services... they need to apply the same shake up to them. Far too many plump pussies- and it did get worse & worse in Labor's later years- great way to insulate the Minister from blame by inserting layers of highly paid buck passers between them & the workers. But wait for the eruption...
