What's this antenna then??

Been seeing these antennas pop up on a few buildings around Sydney. At first I thought they were empty frames for soon to be installed arrays of some sort, but it looks like the verticle elements have coax going in to them and the spacing between them is odd??

The spacing reminds me of the logarithmic spacing that a yagi uses.. But beyond that I have no idea!
