Normal talkgroups...
The FRNSW radios still had 4.1 Disrec talkgroups in them because they couldn't be programmed for both P25 & 4.1 Disrecs. Each of these is a "trunking system", simply one set up for a single site, and the current radios can only take 20 trunking systems. This was known & budgeted for before the project started.
