My understanding of why they have gone west and northwest of Sydney (rather than north coast) with the GRN is largely a funding thing in that the railways (in older forms) had made a sizeable contribution to ensure that maintenance staff had reasonable communications in those areas (eg Hunter Valley) that follow the railway line. In the same way many isolated country governemt institutions eg schools were able to get comms links to the internet through the railways vast comms setup. Likewise the South Coast / Cooma/ Yass etc is merely an extension of tthe linkup into the ACT (which was paid by the ACT government)
