PS:
Talkgroups are always active, they are never made inactive.
If your radio does not transmit ie you get an error tone, it means your RFS Distict / Team / Zone if not paying the monthly access fee, and that is across the board, no talkgroup can be tx'ed on.

Inhibit Radio
Inhibiting a radio disables that radio from the GRN (i.e. cancels the transmit and receive functions of the radio unit). The inhibit function is typically used when a radio has been stolen or misplaced and the Agency does not wish this radio to remain functional.
Cancel Radio Inhibit
Restores a radio that had previously been disabled (i.e. inhibited) to full operation.
Radio Disconnection
Disconnection removes a radio from the network. Disconnection can be either permanent or temporary.
permanent Disconnection
Permanent Disconnection deletes all details of a radio from the network. Disconnected radios will not function on the network. Permanent Disconnection should only be requested if the radio is no longer to be used (ie lost, stolen or beyond repair). If a later reconnection is required, the radio will be allocated a new identification number and will require re-programming.
Temporary Disconnection
Temporary Disconnection changes the radio status from "enabled" to "disabled". The radio details remain on the network but the radio will not transmit or receive. Temporary Disconnection would normally be used for spare and/or emergency units

Thats wrong for a start. As some forum members have already stated, if your Radio ID will not affiliate (ie not on network, or not enabled on network etc) you can still receive!
