419.3625 (grn tower glenbrook) sounds like a control channel, or link maybe? Picking it up at twin servos on the m4.

From the packet type and header, Its data from subscriber units sent to a base unit with no authentication.
As for specifics as to what these packets contain, I wish I had the answer, Mike. It could be anything (since almost anything integrates with P25 data terminals) It could be GPS, MDT, so on....
