Migrating to P25 is definitely on the cards.
Expect a whole lot of congestion ie busies as they split sites in half and operate separate P25 and SmartZone sites on the same location, during the migration process.
For example, GPT will be something like 10 x P25 bases and 10 x existing SmartZone bases.
Small sites that are currently 1 cc + 3 voice channels are likely to become 1 + 1 P25 and 1 + 1 SmartZone.
Won't that be fun.
The 8,000 extra radios would be connected to an agency that won't use GRN until is P25.

I hope a whole bunch of cheap range 2 Quantars appear on the used market once this happens. I think its time Sydney got a P25 70cm machine!

Mike, from his previous posts its pretty obvious Mal is talking about ASTRO25. (full P25 trunking)

Just to clear this up.
The network is not P25, or Astro25 as some call it, at this time.
It is:
Numerous analogue only sites, SmartZone OmniLink.
A number of mixed mode sites SmartZone Omnlink Analogue / Astro.
About 10 - 12 south coast sites, SmartZone Omnlink Astro ONLY.
P25 (aka Astro25) infers a high speed control channel as well as some new functionality.
I will say it again, none of the network is P25 yet.
As for migration to P25, it quite possible that no more analogue sites will be made mixed mode and that the P25 conversion will happen to analogue only and mixed mode sites anyway. South coast being digital only be converted to P25 withouth disruption to analogue users so you may find that South coast may be omang the first to convert,
Quantars are being reused (actually just new cards added I understand)
There may be some older Quantros retired, but that will be between GCIO and Motorola what happens.
PS Telstra owns a whole lot of ex-SORN Quantars, GCIO ended up not buying these from Telstra, even though they were near new and much cheaper.
It may seem that GCIO and Motorola maybe cosy
