Every one of those refers to "NSWPF". They have a reason to encrypt, however there has been no significant interest by any other NSW ESO in encryption. If it was just a "mouse click" to implement I'm pretty sure some would have, but encryption is a major logistic undertaking to properly manage. That means on-going financial implications on top of just running a regular radio fleet. As I suggested in my first post LTE will change that if LTE gets off the ground in a meaningful way here in NSW.
