396 priority alert problem and service search issues

After setting a channel to priority on my scanner, then turning the priority off the scanner still continues to make that channel a priority channel.
This is the second time its happend, last time i have to re flash my scanner with a channel backup i had made a week before hand.

Unless you can tun it off somewhere else?
Does anyone know how to fix this problem?


Also is there any way to make it so when you do a service search for police it will decode the apco25.
my scnner just stops on the digital channels and plays the noise, if i enter the channels and scan normaly it decodes them.(No they are not encrypted channels)
