Found this NSW Telco Authority license/client on ACMA.

Licensee NEW SOUTH WALES GOVERNMENT TELECOMMUNICATIONS AUTHORITY
Trading Name Telco Authority (Low Power Services)
The frequencies are all 5Watt TX, some simplex, some repeater. Some are analogue, some are DMR. They are mostly located at TAFEs, correction centres etc, so I assume they are for gatehouse and security comms.
