3.5mm thing would be a 3.5mm audio socket. Same type on millions of audio players where you plug headphones in. Only a mono one of course, not stereo.
Adding a discriminator to a hand held scanner can be tricky, specially when it comes to soldering the wires to the leg of a chip. On base units its a lot easier as the discriminator much of the time has a simple pointon the circuit board where you can easily solder.
Many of the Uniden base models even have it written on the boards where the discriminator is.
