The fun thing about selcall systems is that there's no real standardisation other than tone frequencies. The radios themselves let you do all kinds of bizarre things, and the users and vendors have a habit of taking advantage of that.

PL (or anything but CSQ) on the input is against the conditions of the license, so you'd sure hope the repeater isn't using it.

An XTS3000 can be had for under $200 if you look around so it's not necessarily more expensive than a scanner. Less flexible, but given that I've got the equipment already for other reasons and it does the job for me, i'm happy.

If you want to RX the NSW GRN only via single towers and pass all talkgroups, they will work just fine(in fact, sound better then any scanner). Ive got several W3's monitoring different towers. Yeah, I've got family out that way. Easiest place in the world to build a radio network!
You can key the Narrandera CB repeater with a portable for about 40km in each direction pretty easily. (Getting in over the top of the music players is another issue.)

Wonder why they picked Griffith and surrounds, of all places to start rolling out P25 PMR.

More likely to be P25 PMR. ACMA likes to use F9W for mixed mode FM/P25. Being a narrowband channel, it's too narrow for POCSAG, which is 16K0F2D.
