Most of what has been said is correct- you can't just rock up to a major communications site and and just use whatever frequency you like without a high probability of causing interference (potentially to the services you are trying to assist). The only portable sights i know of are a portable PMR Repeater that have been made by Karera Communications. Its basically a suitecase with a tait radio inside from memory and has the option for a cable to be plugged into it so you can apparently smartbridge it into the GRN. No one that i've spoken...

You also totally misunderstand what the function of the feature is. It has nothing to do with gaining priority- that only comes into play when the network is busy while the function is needed 365 days a year- it is about alerting the radio operator that someone needs immediate assistance. I don't think anybody in NSW programs the 'orange' button - but I think the problem is more than that. As an emergency service, ANY call could be an urgent call - the user shouldn't have to press an additional button to get priority. Giving a particular user (such as the RFS) priority over another ...

Well they will have the MCC7500s too Scotty so that problem will soon be history. Just think how many IDs it will release for real radios!

You got it right... one ID per console per resource... and yes it comes to a lot of IDs. It has to be done that way. That will change soon with the MCC7500 consoles.
