There are pro's and con's to both scenarios, if an out-of-area crew is constantly switching to the local channel/TG then they'll know what's going on around them, maybe even help out if the local cars are getting slammed? But given the train networks (all of them) are public government owned infrastructure, one would think that the NSW Telco's main charters would be consolidation, interoperability and cost savings for the taxpayer. Whats another format ? TETRA has hundreds of users around australia. Only difference being the frequency allocation range.

If the chosen system works like it does around the world, it should perform quite well especially with that amount of coverage

Adapad, if you ever have an issue with receiving the GRN where signal was previously fine then has degraded and lasts more than a couple hours, you can bet 100% that it's your own gear.
